  • Founder and President

    Brian is an executive leader at FIRST Rx, a firm of independent experts that reduce pharmacy benefits costs.  Brian has more than 25+ years of experience in the health care industry with particular expertise in assisting payers and providers with maximizing the pharmacy supply chain. Brian earned a BA in Mathematics from Wofford College in Spartanburg, SC where he played college baseball.  Brian is also a Fellow of the Society of Actuaries (SOA).

     Brian has supported some of the largest purchasers and providers in the country including Advocate Care, Allspire Health GPO, Belk Inc., Christiana Care Health System, Pharmaceutical Strategies Group (PSG), CaptureRx and numerous others in developing successful pharmacy capabilities and technology solutions specific to their needs. Brian has unmatched expertise in PBM and 340B/own-use, along with strategies to maximize these programs through delivery channel optimization and integration with pharmacy benefit programs and technology solutions.

    Brian’s health care career started in CIGNA’s PBM operation as an actuary performing underwriting, rebate contracting, trend analysis, and day-to-day management. As pharmacy trends exploded in early 2000, Brian joined Towers Perrin to consult with large self-insured payors (employers and hospitals) in managing and investing in pharmacy more effectively.  Brian also supported these payors with overall population health management strategies, data management and analysis techniques, underwriting, forecasting and contracting.

    In 2007, Brian joined PSG becoming the Practice Leader for PSG’s large employer and hospital segments.  Brian assisted some of the largest hospital systems and employers in the country with developing outsourced PBM solutions that leveraged delivery channel capabilities, purchasing opportunities, auditing and clinical expertise.  Through assisting some of the largest hospitals in the country, Brian became a national expert in the use of 340B and procurement.  Recognizing clients’ needs for effective technology and consulting solutions created through the 340B regulations changes, Brian was instrumental in the initial development of the PSG 340B solutions.

    In 2012, Brian founded FIRST Rx Consulting to assist payors with improving health care outcomes and achieving superior financial performance through designing, implementing, monitoring and auditing programs that optimize payors’ resources and capabilities. 

  • Chief Executive Officer

    Jeff is an executive leader at FIRST Rx, a firm of independent experts that reduce pharmacy benefits costs.  Jeff has 20 years of experience supporting employers and health systems maximize the financial outcomes of their prescription drug plan and owned pharmacy programs. His passion for exceptional client service and developing others, has enabled strong business performance and growth over his career.

    Jeff has expertise in PBMs, the 340B program, pharmacy supply chain, contracting, competitive procurement processes, strategic account management and business development.

    Most recently, Jeff was the Senior Director with Omnicell’s 340B software-as-a-service business where he lead a national sales organization providing pharmacy purchasing optimization and compliance solutions to hospitals and health systems. During his tenure with Omnicell Jeff led a team that renewed and expanded strategic client relationships, deployed new value-based pricing constructs, sold long-term, high-value strategic relationships, and helped drive functional integration of the division’s sales functions into Omnicell’s broader organization.

    Prior to Omnicell, Jeff served various roles over ten years with Pharmaceutical Strategies Group.  In his last role with PSG, Jeff served as Senior Vice President, responsible for strategic account management and sales activities for PSG’s 340B business. Over the last two years in this role, Jeff helped PSG prepare its 340b business for a strategic acquisition, ultimately concluding in the 340B division being acquired by Omnicell in 2020.  Over the course of Jeff’s time with PSG’s 340B business, he held initial roles as a client-facing sales executive and account executive positions, and then moved into leadership positions across the account management and business development functions.  Before joining PSG’s 340B business as an early member, Jeff led direct consulting relationships for health systems and large employer clients, assisting with strategic prescription drug plan management to lower overall net cost to his clients.

    Before PSG, Jeff started his career with global consulting firm, with Towers Perrin (now Willis Towers Watson) where he spent over five years supporting large employers relative to their overall health and welfare benefit strategy, including budget projection modeling, RFP management and evaluation, financial analysis, performance assessment, and compliance testing.

    Jeff holds a bachelor’s degree in business administration from the University of Georgia with a focus in Finance and lives in Charlotte, NC.  He was selected to participate in the 2016-2018 class of the Charlotte Leadership Forum. 

    When away from work, Jeff enjoys all things outdoors especially hiking and biking adventures with his wife, Kate, their three sons, and their labrador, Birdie.
